Councilor Barbie Diaz Champions “Bukas Dapat Ordinance” for Transparent Governance



In a bold move to reinforce government transparency, Councilor Barbie Diaz has introduced her third legislative measure — the “Bukas Dapat Ordinance” — during the latest session of the City Council.

The proposed ordinance mandates full disclosure of crucial government information, including budget allocations, procurement procedures, bidding results, cash flow, receipts, expenditures, fund usage, audits, and accomplishment reports. It also requires all members of the City Council to submit monthly transparency reports.

In her speech, Diaz emphasized how corruption continues to fuel poverty in the country. “If the government is open, there is no corruption. If there is no corruption, there are no corrupt officials. And if there are no corrupt officials, there is no poverty,” she declared.

Councilor Diaz is calling on her fellow public servants to back the ordinance, stressing that public trust can only be restored through honest and transparent leadership.

“This is not just about paperwork,” she said. “This is about proving that we are here to serve — not to hide behind closed doors, but to let the people in.”

If passed, the “Bukas Dapat Ordinance” would institutionalize transparency across all levels of local governance — a move that could mark a turning point in public accountability and citizen engagement.
